I wouldn't say it is the property management fault. They have bills to pay. As long as the city grants business license to their tenants.

This is like saying blaming gun violences and other crimes on all the bars in the entertainment district. If the city wants some establishments to shut down, then the city must compensate the business owners.

In the meantime, I am avoiding spas in Richmond Hill area and possibly Markham until all the dust has been settled

These units in particular are individually owned. Some maybe owned by the spa themselves. Others rented out by its particular owner.
Management probably consists of a common maintenance company for cleaning grass cutting and snow Plowing.
Not sure if has a condo corp that would appoint a management company and or maintenance company. Good luck them having a meeting deciding who gets their unit used for a spa.
